During the OSSI workshop (Brussels, 28 November 2006), more than 100 participants debated on the impact on information society in the case where all public authorities in Europe would distribute the specific public sector software under an open source licence. Is it possible and corresponding to a need? Would the quality and the interoperability of e-Government applications rise? Would it create new possibilities of collaboration with open source communities and with the industry? Would it change the business model of specific industry sector? Similarly, what is the impact if several Public sector authorities put resources in common to improve solutions or develop new public sector applications? The principle of such collaboration was put forward by the Manchester Declaration (EU ministers – November 2005). Is it feasible? Are they examples and case studies? Could the Open source model help ? What about legal barriers? Your experience and comments are welcome.
