The use of Free/Open Source Software is growing in public administrations across Europe. What would be the potential impact on the development of the Information Society (including industry) if public organisations (administrations, research institutions, universities, agencies, public companies etc.) were to release software fully owned by them under an open source license?

 

The European Commission's DG Information Society and Media has commissioned a study to explore this impact. The OSSI team has the pleasure to communicate project results on this website.

Objectives of the PSOSS Study

The overall objectives of this study are to address the following points and questions:

1) What would be the potential impact on the development of the Information Society if public organisations (administrations, research institutions, universities, agencies, public companies etc.) were to release software fully owned by them under an open source license?

Is an amplification effect on the adoption and use of information society technologies to be expected? What are the possible characteristics of such effect and under what circumstances would it take place?

 

2) What are the conditions under which software fully owned by public organisations can be made available using an OSS license, and to identify opportunities, barriers and limitations to this process.

 

3) What options and recommendations for actions that could be taken, notably by the European Commission, EU Member States, and the private and public sector in general.
